I want to thank the chapter for the opportunity to attend the National SHRM Conference last month in Chicago. The conference was the largest gathering of HR Professionals in the World. I enjoyed the conference and had the opportunity to hear several good speakers.

If you have not renewed your WCASHRM membership, please get your application turned in asap. Don’t forget to designate WCASHRM as your primary chapter.

We want to continue to encourage our members to invite "potential members" to our monthly meeting. As a reminder, the first meeting is free for guests. You have the ability to register your guests online, but please feel free to Marina Mueller at if you have any problems. You may email her when you register your guest, so that she can make the necessary adjustment to waive the registration.

It’s that time again to seek volunteers. Board Nominations are held in July, and self-nomination is highly encouraged! We have several positions open and we would love for you to join us. Remember, this is your profession and your chapter, so serve it! Members do earn CE credits for volunteering. Email Mary Swope at or download the 2019 Board Nomination Form.

I want to reminder everyone who is seeking certification to consider applying for the Certification Reimbursement Program if your employers does not provide your registration fees. This is a great way to help with the cost. If you are interested in applying, please contact Allison Ramsey at

As appreciation for your help in growing our membership base, we are continuing the incentive plan. As we did this past year, only POTENTIAL MEMBERS will count for a chance in the drawing and guests who join the chapter count as another chance to win. The chapter will reimburse up to $400 for two (2) chapter members, who successfully pass their certification testing, per testing window in 2018.  The reimbursement is available to chapter members who are national SHRM members and their employment does not pay for their certification testing. Applications will be accepted August 1, 2018 thru September 30, 2018 for the winter testing window.

WCASHRM sponsors one (1) $500 scholarship to a student annually. The scholarship is open to any student who meets the following requirements:

- Junior/Senior status or graduate student
- A resident of West Central Arkansas or enrolled student in an accredited college/university for the current school year in the West Central Arkansas region as defined on the form
- Pursuing a course of study in a business/human resource related field
- Minimum 3.00 GPA overall

Legislative Updates

United States Supreme Court Reverses 41-year Precedent Dealing Setback to Labor Unions

The Supreme Court ruled yesterday that government workers cannot be forced to contribute to labor unions that represent them in collective bargaining without their consent. The Court was asked if it was unconstitutional to require public-sector employees to pay union fees even if they choose not to join or disagree with union views. Overturning its 1977 ruling in Abood v. Detroit Board of Education, the majority found an Illinois state law that required these fees violated the First Amendment. READ MORE

Arkansas Supreme Court Reverses and Dismisses Lower Court Ruling—Clears Road for Medical Marijuana

On Thursday, the Arkansas Supreme Court reversed and dismissed a lower court’s ruling that prevented State officials from issuing cultivation licenses to businesses, which would allow these businesses to grow marijuana. In March, Judge Wendell Griffen ruled that the State’s procedure for issuing marijuana cultivation licenses was unconstitutional. This ruling came after the Medical Marijuana Commission issued cultivation licenses to select businesses that had applied for such licenses. The Arkansas Supreme Court overruled Griffen on the grounds that Griffen did not have the jurisdiction to halt the issuance of licenses as the licensing process is controlled by the Executive Branch of the State government, not the Judicial Branch.
